SPECIAL PROGRAMS
Sometimes students require assistance beyond the ordinary enrollment programs. While participating in these alternative enrollment programs, Georgia State University will assist qualified degree-seeking students in receiving financial aid.
Requirements for Programs
Depending on the program of study, additional information must be provided to the Office of Financial Aid. It is your responsibility to furnish the required information. It is also your responsibility to make certain that you understand what is required of you in order to receive any qualified funds.
You must register for at least half-time in order to receive financial aid. Half-time is:
Undergraduate = 6 hours
Graduate = 4.5 hours
Law Student = 6 hours
Consortium Agreement
A consortium agreement is a contract between two schools that enables a student to receive financial aid while taking courses at a school other than his or her “home” institution. A consortium agreement between Georgia State (home school) and the school you will be attending (host school) is required in order for financial aid to be processed. The purpose of the consortium agreement is to establish the cost for the item at the host school because eligibility for financial aid is based on the cost of the host school.
The consortium agreement will be sent to the host school from the Office of Financial Aid after the GSU Consortium Agreement form and the Academic Approval Letter are received from the student. Please note that some schools will not sign a consortium agreement. If this is the case, you cannot receive financial aid for attendance at that school.
Cross enrollment is enrollment at another institution during the same semester while enrolled at Georgia State.
- You must enroll for at least 6 credit hours at Georgia State.
- You will receive your financial aid through Georgia State.

Transient Study
Transient students are Georgia State degree-seeking students not enrolled for the term at Georgia State and enrolled 6 or more hours at another institution. Georgia State is considered to be the home institution and the school you will be attending is the host/visiting institution.
Federal regulations prohibit students from receiving aid from more than one institution during the same academic term. Therefore, all requests for financial aid during terms of transient study must be filed with Georgia State, not the host institution. If another school is your home, that school is responsible for processing your financial aid.
Georgia State students participating in a Georgia State-Sponsored Study Abroad Program are not required to submit any additional forms as your course registration is documented at Georgia State.
Application Procedures
Georgia State students that will be visiting another institution as a transient student must complete a Georgia State University Consortium Agreement Form that may be obtained at the Georgia State Financial Aid Forms page. If you are a HOPE/Zell Miller Scholarship recipient and are visiting another Georgia institution, then you must complete a HOPE Transient Request.
A letter from the academic advisor showing that the class(es) will transfer back to Georgia State and will apply toward a degree program must be provided to the Financial Aid Office. Georgia State will send a consortium agreement to the financial aid office of the host/visiting institution.
Disbursement Procedures
You must have on file within the Financial Aid Office a signed Consortium Agreement verifying hours enrolled and cost of attendance from the host institution, as well as a signed academic approval letter before any financial aid can be disbursed to your account. Your financial aid refund check will be directly deposited into your bank account or a refund check will be mailed to the address listed on your account during the regular disbursement period for each academic term.
Georgia State students participating in a Georgia State-Sponsored Study Abroad Program for summer may have financial aid disbursed earlier than the published disbursement date as many of the Georgia State-Sponsored Study Abroad Programs begin prior to the summer semester start date. Financial aid will not be disbursed early for fall and spring semesters as there are no programs that begin prior to the semester start date.
Study abroad programs (such as Foreign Study, Exchange Student or Independent Study) may be coordinated through individual departments, the Overseas Study Office, International Study Center or other educational institutions.
Application Procedures
If you are participating in a study abroad program sponsored by Georgia State University your aid will be awarded based on your registration at Georgia State University.
If you are participating in a study abroad program sponsored by another school, you must provide the financial aid office a letter from your academic advisor certifying that the class(es) will transfer back to Georgia State and will apply to your degree and complete the Consortium Agreement form. This form may be obtained on the financial aid forms webpage.

Deadline/Reminders
Plan Ahead. You are responsible for the transfer of grades back to Georgia State. To ensure that all requirements are met before leaving campus, begin to secure all required documentation early in the semester before the term you plan to study off campus.
Change your address with the Office of the Registrar before leaving campus so all correspondence will be sent to your correct address. Do not forget to change your address when you return.
The Office of Financial Aid suggests that you begin the process of completing the FAFSA and gathering other documents by the deadline for each semester as listed below:
